No. Besides English (American and British), Speech Blubs is also available in German, Spanish, French, Italian, Portuguese, Czech, Swedish, Polish, Hebrew, Hungarian, Lithuanian, and Romanian. To change it, open the menu in the app, choose Languages and pick the one you want — the app content will switch to that language.
